Phil Dunlap joined the Auburn Research and Technology Foundation (ARTF) as its Assistant Director on March 15, 2011. Located on the Auburn University campus, ARTF is responsible for operating the Auburn Research Park. Mr. Dunlap's responsibilities include the management of the facilities located within the Auburn Research park, providing support to the Executive Director in the early stages of the development of a business incubator, and conducting research in the areas of funding and grant development.

Before joining ARTF, Mr. Dunlap served as a public administrator in local government working with the City of Auburn, Alabama for thirteen years. While working with the Parks and Recreation Department as the Special Programs Director, Mr. Dunlap was responsible for securing both federal and local funding for capital improvement projects within the department. After funding was secured, Mr. Dunlap was the project manager on several building and renovation projects within the department. He also managed the facilities of four recreation centers while serving as Business Manager of the Boykin Community Center.

His experience with the City of Auburn also extends to his years of service in the Public Works Department where he served as the Public Works Assistant. He handled customer service for the department as well as assisting with planning and organizing department projects and programs.

Phil Dunlap received his BA in Public Administration from Auburn University in 1994 and his Master's Degree in Public Administration in 2002 from Columbus State University.
